You basically have mills right there. Here's some tips to clean it up:

You're swinging your right leg too high, you want to swing as low as you possibly can. But keep continuing to following your windmill leg motion after that.

You're not utilizing your legs as much as you should for the windmill. Right now, you are using the ricochet effect and popping up from your back to get back onto your restab. That's why your mills look sort of "bouncy". Keep your legs absolutely straight and separate. Use that to clean up your mills. You want to really swing your legs so you can get the most out of your momentum. Try to feel the "torque".

Also on your restab, your legs delay for a short amount of time before you start swinging again with your right leg. If you keep your legs straight, you should also be able to keep your legs in a constant motion. Do not pause your leg motion so you can restab, keep them going and don't let them stop.

First of all, I'm FAR from mastering this, but I've been obsessively studying other peoples problems due to the fact that my camera has been dead for a long time and I can't post my own videos.

This is better than the first, because you straightened out your legs a lot more. Other than that you've still got to keep your rhythm going more constant. Your very first stab when beginning the windmill looks sexy, but it seems like when you restab you're way far off the ground (unless thats what you're going for). I don't know exactly what I'm talking about, but you probably want to keep your head a little bit closer to the ground and it'll look more like a continuous mill instead of one rotation after another.

I'm saying that just because of the mills that i've seen in vids where you hardly even know what's keeping them going. Anyway, good luck and keep the legs straight. STRETCH!!

--After watching it again, it actually seemed like you were giving up on your legs when you were on your back. You're not doing backspins here, you're doing mills! :P keep your body straighter if you can.
