I think im finally making some progress on this even though it looks terrible but i want to make sure im doing it at least some what right and i cant seem to keep my rotation going... so any tips or advice will be much appreciated. Thanks.
You're putting too much focus on your head. Try to go in a circular motion, and remember you're *trying* to kick your face when your second leg comes, so it goes straight through, not up. Then, keep them in a V formation WHILE you're on your upper body, nowhere close to your hips and use the momentum to quickly restab and continue that motion. Ta da, windmills.
You're way too high. You want to sweep your legs in front and low yet you want to still stay high on your back. What you're doing is more similar to a coindrop. In a windmill, you're not trying to get from high to low back to high. You want it more like your head is constantly low and your hips are constantly high. Also keep your legs spread totally so you'll start to understand what I mean.
