Ok, i agree with learner.
Your problem is your starting off a way that gives you poor momentum.
When you start of with the handglide position it gives you two things.
1: the RIGHT momentum that automatically pushes you off onto your shoulders and not your neck.
Just remember to pull with your not-stabbing hand, this gives you the pull of the windmill.
2: Fundementals you need for getting into the second mill. If you didnt learn from the handglide position youll have a hard time getting back into the second windmill.
The reason for this is because when you go for your second mill you end up in handglide position, and if you dont know what to do your screwed
What your doing right now (no offense i looked like that at a point as well) is flopping like a fish

Work on the momentum, keeping your legs straight and in a V, and hanglide position.
