Even though that's a rare case, it happens.
Normally your legs should be straight and stiff, so they should be straight with your body. If you're going too high, you're either:
1) Stabbing too high
2) Jumping, and I mean actually jumping, into the mill
3) Leaning over (head near the ground) on the mill too much
It's too hard to tell which one is the one for you. I assume that your're leaning over too much. When you stab, you should be tilting over to your head a little, giving you that space you need to swipe through the ground.
Try working from the ground up. If you hit the ground, then it's too low. If you can't feel the momentum when you're kicking your legs, then you're most likely too high.
