He's referring to the balls of your feet, meaning the front part. The back part is your heel on the bottom of your feet, the front part is called the balls of your feet cause it's a round shape i think, a bit like a ball. No he's not referring to testicles, just so you know. Anyway the theory goes if you use the balls of your feet you can get alot of agile movement and can move quicker as opposed to standing flat footed which makes it harder to move but will mean you hit the beats harder.
