Hmm..
All moves that relate to rising from a headstand to a handstand are a combine of hand strength and correct technique.
For example, if you do a baby freeze and go up to a handstand from there, it's all about kicking hard with your legs upwards. For headspin to 1990's, you'd need to kick upwards as well and push with the hand at the same time. I'd say it 60% technique, 40% pure strength.
