Couldn't we not let people post in the forum until they have 30 posts. I'm sure it would be possible, difficult, but possible. I know you can do it with most forum software.

Actually it shouldn't be difficult at all. Basically you set user levels, set the 2nd level to 30 posts, make this forum not viewable if the user has less 2nd level (30 posts). I guess you could make it viewable but not postable too, but why would you want to do that? n00b discrimination gogo!
