I consider locking the more difficult dance to "master", as with locking you can't ever really "master" it.... there's too much...

there's many unwritten rules to lockin
popping is more straightforward

it also depends on the person, lockin is for people who are more loose
and poppin' is with people who are more comfortable doing poppin lol

Yeah i agree it does depend on the person, as in which dance influences that individual the most. Like a lot of people would say, both styles are both hard to "master", but I assume it would depend on which style you are more passionate about.

I say locking. Simply because any idiot can make some simple hits, but not everyone can make their shit look funky.

It's all up to you. Say a guy isn't too fit and struggles with cardio. He would have an easier time with popping I assume.
