Like VP said, you just have to whip them. Whip them on the way up. You gotta learn to whip them toghether to make a more effective kick to spin more. If you can spin more accurately, then you'll have more balance automatically. Try it out, grab a pencil or a pen, hold one end so the other is on a table or something. Spin it, and if you do it right, it'll spin it a whole bunch before falling. Same principles apply.
To actually help: When you're going up, bring both legs toghether from a spread to really close toghether. That'll create a bunch of momentum so you can spin. Remember that you gotta have your wrist right so you can actually spin.
