Sup, I'm no expert in 1990s myself but here's what works for me.
( i have like only 2 rotations.)
yea, practicing on carpet affects your spinning. If you are able to do 1 1/2 on carpet, you could probably do more on smooth floor.
the thing is that when you're on smooth floor, people tend to fall faster spin faster. if you're falling faster, you don't have balance and you need to get more balance. if you're spinning quick, then you should be able to do more spins.
here is anotherthing people often over look and don't practice.
locking your hands causes you to spin slower because more surface area is on the ground. bending your elbow slightly cause less surface area on the ground.
in breaking, whenever there is less surface area touching the ground, it only mean MORE SPEED WILL COME. but if you add more surface area (meaning locking your arms straight) you'll have more balance. learn to bend your elbow slighly so your spinning on the bootom part of your hand. (when i bend my elbow slightly, i can get 3 roations when im lucky, i still need to practice on my balance.)
and with balance, how do you gain more balance? SPIN FASTER..hahaha.
wellz..it has to do alot with the way yo u kick. when people do 1990s starting from a standing position , newbies tend to just fall over wen they make half a rotation. WHY? they are not evenly distributing the kick between both legs. if you even distribute the force being kicked in the leg, you'll sin like a top.
another thing.
do you follow the motion when yu do it from a standing position?
here's how my sequence go when i do:
(counterclockwise)
1. standing
2. i step back as if i was gonna do a flare
3. i swing my hand down and place my left hand on floor
4. the moment my left hand is onthe floor, my leg is already in the motion of being lifted (in a kicking manner)
5. im basically standing on my left hand and im now placing right hand down.
6. i find the center of balnce (which is your right hand if you spin on right hand)
7. BAM!, i swing my legs with equal force and i get about 3 good clean roations.
steps 1 to 5 should take about 2 seconds. haha...make sre that the whole time, there is a CONSTAND MOTION until the moment your on one arm, you lock your postin and you should spin well.
KEEP IN MIND:
the way you hold your leg postion affects the spin to.
if you stick legs straight up, you'll most likely gain more speed but if you want more balance ad control over it, put the legs in a position you think is comfortable. this move is different for everyone. some people have control and some people just DRILL it. either way. just experiment with it and you'll get it sooner or later.
have you ever tried 2000s? for some reason, i can do 2000s easier than 1990s. well, which ever move you start off with, if will prepare you for the next i guess.

- i could have answer your question with a yes or no but im pretty sure that it should be obvious that if the surface your're spinning on has more friction (like carpet) if will decrease your performance but i decided to tell you what i do so it might further more help you in your quest to become a good breaker . hahaha..
