Just check the requirements of DOTA and buy a computer with those recommended specs, if not higher.

min. reqs. would be any comp with a pent 4 processor with 2.0gb and about 256mb ram. and dont worry about the video card etc, cause i'm sure any comp you buy will have a good enough card for DOTA without lag.

don't forget the dsl or cable internet connection.
someone correct me if i'm wrong about anything

If you are getting a brand NEW PC, I reccomend the following:

-A 64-bit processer. Stick with Intel Pentium, AMD Athlon, or Tiburon for best results

-At least 512 ram, although I reccomend you go with a gig of ram as it's fairly cheap to upgrade nowadays.

- 24--bit sound card(they come standard).

- Your graphic card should be 256 mb, Radeon or Nvidia is great.

For a new PC, all those specs are pretty standard, try to stay away from DELL, their customer service is horrific now and they are using some shoddy parts. Just make sure you get a decent amount of ram, regardless of how fast your processer is, it won't mean jack if your ram is low. And for the love of god, don't buy a Celeron processer.

well umm the best processor for gaming is hands down AMD athlon 64 bit

a gig of ram is recomended fo rpretty much any games now a days cuz you'll encounter some memory lag every now and then

a good video card with lots of video ram will be important...something with GDDR3 memory is the best, never buy regular ddr memory, gddr2 is good as well such as the ati radeon x1300...right now the best video card on the market is the x1900xt

ps i recomend buyin the most up to date processors, and mobos...like for motherboards you should buy stuff from albatron or asus...msi makes good ones too. and for processor pentiums you should only get in 900 pin or lga775, for amd you should stick with 939 pin

DO NOT BITCH OUT WITH YOUR PSU.

The Power Supply Unit is the literal heart of your gaming rig.

DO NOT SETTLE FOR THAT SHIT THEY SEND YOU WITH YOUR CASE.

Get a REAL psu. Of all the parts in the pc, the psu is the most dead even with how much you pay = how good your psu is.
