Not necessarily true. If you work on your balance in a handglide position, you'll get comfortable with that position. The HARD part of a handglide is the spinning, because your your center of mass while spinning is different from your stationary center of mass. Your example applies more to headspins than handspins. If you do handspins without tapping, you'll usually lose momentum quickly. In fact, if you dont do it well enough, you'll lose speed before balance becomes a problem.
And as for turtles.... turtles are completely about balance. You gotta put your weight from one elbow to the other. To do this, you gotta be very familiar with where your balance is when you're supporting yourself with one hand. The ONLY way to do this is through practice and experimentation. Practice trying to balance on one hand at a time, then put one hand down at a different area from where it was before, then bring your weight onto the elbow that you just moved. That equates to ONE step in your turtle. Repeat that as many times as your want with either hand and you got turtles. So the key is practice.
