Sounds like a lack of strength....Or it may just be that you're kicking your legs instead of 'whipping' them....I can't explain it. You need to swing your legs AWAY from your body as well....since the centrifugal (Or centripetal....now I'm confused...it IS 12:30am....) force will actually carry your legs a bit, it isn't all dependant on muscle power.
If it IS strength, then you should cross your legs, and lift yourself off the ground with both arms....once u can do that fine, extend your legs, and do it. It'll be harder, and u might even need a leg stretch.
It's hard to tell exactly what it is from your description. Sorry.
